The CBSA Investigates the Dumping and Subsidizing of Certain Steel Piling Pipe

The Canada Border Services Agency (CBSA) announced today that it is initiating investigations into the alleged injurious dumping and subsidizing of certain steel piling pipe originating in or exported from the People’s Republic of China.

The investigations follow a complaint filed by Atlas Tube Canada Inc. of Harrow, Ontario. The complainant alleges that the dumping and subsidizing of these goods are harming Canadian production by causing the following: lost sales, price erosion, price suppression, reduced profitability, loss of market share, and underutilization of capacity.

The Canadian International Trade Tribunal will now begin an injury inquiry to determine whether the imports are harming Canadian producers, and will render its preliminary findings on July 3, 2012. While the Tribunal is examining the question of injury, the CBSA will launch a preliminary investigation into whether the imports are being dumped and/or subsidized, and will make a preliminary decision by August 2, 2012. In the event that the Tribunal’s preliminary injury test proves positive, the CBSA will continue its investigation, and make a final decision with regard to dumping and subsidies on October 31, 2012. The final decision concerning injury will be made by the Tribunal on November 30, 2012.

A copy of the Statement of Reasons, which provides more details about the investigation, will be available on the CBSA’s Web site within 15 days.

United States Sees ‘Promising’ Rise in China Currency

Closing two days of annual talks between the world’s two largest economies, U.S. Treasury Secretary Timothy Geithner acknowledged that China ‘has acted to move toward a more flexible exchange-rate system in which the market plays a greater role.’

Treasury Secretary Timothy Geithner on Friday called China’s moves to allow an appreciation of its currency “significant and promising” and said he hopes for a greater rise. Read more here.
 


Canada Making Progress on Trans-Pacific Partnership Entry

Trade Minister Ed Fast is returning home from a week-long visit to Australia and New Zealand with hope but no firm commitment that Canada will be accepted into the world’s hottest new trading bloc. However, Fast said he has made significant progress in negotiations with two of three hold-outs to Canada’s quest to join the Trans-Pacific Partnership. “I’m very encouraged by the discussions I’ve had with my partners,” he said in a telephone interview from New Zealand. “I’m confident if they evaluate us based on the merits, and the case we’ve made that they will welcome us to those negotiations.”

Fast acknowledged that Canada’s admission to the nine-member club, which includes the United States, Malaysia and Singapore and could soon add Japan, is not assured and will require a consensus of the members. He said six of the member states have given Canada “a clear, strong undertaking of support.” That leaves the United States, New Zealand and Australia who need to be convinced that Canada is serious about putting the country’s protectionist supply management system for dairy, eggs and poultry on the table. Rising Confidence Points to More Business Investment and Jobs: Conference Board

Canada’s business leaders are much more optimistic about the economy and the fortunes of their own companies than they were just a few months ago, but few are yet willing to back those sentiments with significantly increased investment.

A new survey released by The Conference Board on Thursday found that 43% of respondents expected economic conditions to improve, a big pick-up over its winter survey when only 19% were optimistic. As well, more than 50% said profits would rise in the next six months, as opposed to 38% in the last quarter. And although 54% said it was a good time to invest in plant expansion or new machinery and equipment, there were fewer firms than in the last quarter willing to increase expenditures by 20%, the survey found.
